Tim has gained a broad base of knowledge and experience in the field of civil/environmental engineering from three distinct points of view. As a consultant, he was client liaison and project manager for wastewater projects in several small to medium communities. As a regulator, he gained an appreciation of the balance between (1) laws and regulatory systems protecting the environment and public health and (2) the wastewater conveying, treatment, and disposal needs of individuals, industries, and municipal governments. As an engineer for a municipal government, he witnessed first hand the critical elements of expanding and maintaining water and wastewater infrastructure in a rapidly growing community.
Tim’s experience spans the lifecycle of various types of wastewater collection, pumping, treatment, and disposal facilities. He produced capacity studies, facility plans, construction drawings, and specifications for construction. He obtained permits for construction and operation, and also wrote and issued those types of permits. He performed construction management and construction inspections. Finally, he inspected countless facilities for compliance with operation and maintenance regulations, and issued enforcement actions on those facilities out of compliance.
Through various projects, Tim also developed a working knowledge of several additional areas of municipal and environmental engineering. These areas include: municipal construction standards, specifications, and ordinances; stormwater design, permitting, and compliance; and water system design and construction.

Tim’s studies focused on the wastewater and solid waste areas of the Environmental Engineering field. During graduate school he was awarded the 1996 Kessler Scholarship for Outstanding Environmental Graduate Student.
