NCDENR Stormwater BMP Manual
July 2006 – July 2007
NCDENR had a draft BMP Manual update developed in 2005 which received over 500 public comments. In 2006 they hired Tim Baldwin of Greywood Engineering to make the necessary changes to finalize the manual. The first step was to reorganize the document as well as remove unnecessary information and fill in the gaps in the material. The document went from 3 chapters to 22 chapters, but was streamlined in content. Manuals from several different states and municipalities were referenced for content and technical details. Experts in BMP design and maintenance from North Carolina State University and within NCDENR were interviewed to make sure the specific requirements for each BMP provided the best level of pollution protection while also remaining within reasonable requirements.
This project required a coordinated effort to get the volume of changes done in the time allotted. Numerous in-person meetings were held ranging in attendance from 2 people up to around 20. Teleconferences, phone calls, and email was used constantly to keep the flow of ideas and information going. Documents were shared and reviewed via hard-copy, email, and even hosted on the internet. In the end the project was completed on-time and was a vast improvement over the previous document. It is now formatted as a "living document" that will get updated as needed to best match the technology and needs of the users. Town of Fuquay-Varina Standard Specifications
November 2005 – May 2006
Due to increased development, the Town of Fuquay-Varina wished to update their Standard Specifications and Details to ensure that they had the most control over the quality of infrastructure that was being built within the Town. In 2005 the Town contracted with Greywood Engineering to modify a few sections of their current Specifications. After reviewing the documents and discussing ideas with the Town Engineer, it was determined that it would be best to break the document out into several separate and entirely new sections, and reorganize content to reduce redundancy and the chance for conflicting information. The document went from 7 sections to 18 sections, and nearly tripled in page numbers. Standard Specifications from several other municipalities were referenced for content and technical material, with the opinions of Town staff and Greywood Engineering determining what would be the best requirements for the Town of Fuquay-Varina.
Meetings were held regularly approximately every week and a half. Representatives from Engineering, Public Works, Utilities, Planning, Fire, and other departments were at most of the meetings to provide comments and make sure that the requirements of the Standard Specifications were acceptable to all. Individual section drafts were emailed to Town staff for review and comments were discussed at the meetings. Various sections were in different stages of review and drafting so that the project was constantly being worked on by one party or another. The project was completed within time and within budget.
